If so, then probably not. Those "adapters" (assuming the kind used for travel) are intended to power SMALL appliances, like shavers, cell phone chargers, MAYBE a hair dryer. An Air Conditioner likely requires WAY more power than those devices are good for. That's why it is designed for 230V; it is too much power for a standard 15A 120V outlet.
And if it is 14 you can't legally have a 20 amp breaker on it so that's not a solution either. I have seen too many burned plugs from people doing that. It's dangerous to overload any circuit with a compressor and an hacr breaker. They will hold up under a sudden load for a few seconds and that's all a fire needs.
