1:1 Time Scale Europe. This mod changes the time scale of the Europe map to allow 1 in-game minute to last 1 real-world minute.

The following table, in addition to giving you the answer to that question, provides conversion rates from as short as a millisecond all the way up to a thousand years. ETS2 time. (1:19 regular scale) = Real time. 1 millisecond. ~52.6 microseconds.

I took a watch and tried what you said On a highway, 10min in-game. 0 kph : 32s (T junction) / 90 kph : 32s. In a city, 2min in-game. 0 kph : 43s / could not manage a 90 kph :-x. I must find a red light outside of a city but I would suppose it would a slower zone.
The game engine is heavily reliant on single core performance and will only use 2 cores at any one time so its completely expected that you will not see full CPU utilisation since the other cores will not be handling any processing. As a result of that CPU limitation, it's also completely expected to not always have full GPU utilisation.
In cities time passes at a 1:4 ratio, in the countryside it is 1:19. The game does not stop or slow down in any way as long as you're in the game. If you press F1 or quit, it pauses the game, but in WOT-missions, the real-time counter will continue either way. It would be much better, if time would pass 1:1 in cities or at rest stops.
